Scott has deep roots in Clark County. He was raised in Camas where his father, a general contractor, taught him the trade. After attending college at Florida Collage in Tampa, he served as a minister locally for several years. Scott has served on the Camas City Council for 10 years and then as Mayor from 2011-2018 leading his community. His work in local government gives him a unique understanding of the difficulties local jurisdictions have in funding all the parks needs of Clark County. Scott has been married for 24 years to his wife, Dr. Allison Higgins of PeaceHealth Medical Group. They have two talented daughters, Rachel and Chloe who both attended Camas High School and now attend Pepperdine University. In his free time, Scott enjoys family, friends, any sport, music, good food and watching birds. A game of cribbage with his wife is always a competitive fun time. During football season, Friday nights will find him operating the first down chains for the mighty Camas Papermakers on the football field.
Our community is better when we can gather and one of the best places to gather is in parks. They bring all types of people and all ages together. My wife and I love to walk and the trail system is important to us. Additionally, I have been enjoying birding lately and our parks provide a great opportunity to view them. I volunteer because I believe Clark County is the best place to live and I want to help keep it that way and be a small part of its improvements.

2. Lewisville Park-many memories of great family and church gatherings in this wonderful park.
3.Crown Park-A Camas staple. Miss the old pool and look forward to the community finding new reasons to gather in this special place.
