The TRIBUTARY Award recognizes parks and recreation professionals who have gone above and beyond their daily duties to create or enhance innovative programs that connect the public to parks and recreation in new ways. This includes creating new efficiencies to ease cost burdens or securing/developing new grant sources or revenue concepts.
2020 Recipient
After 35 years, Carol English-Hawley has recently retired from her role at the City of Vancouver Parks and Recreation Department. As a devoted public servant, she strongly believed in the social, physical and economic benefits of sports in our community. In 1985, she started working at the front desk of Marshall Community Center before transitioning into the sports department. She then moved into the position of coordinator, facilitating programs for adult softball, volleyball for coed and women’s teams, basketball leagues and drop-in sports and youth sports classes.
Under her spirited leadership, the Vancouver Softball Association received an Evergreen Award for the installation of much needed lighting at Bagley Fields and David Douglas Park. In addition to her regular responsibilities, she took over the management of the staff coordinating the West Side Youth Sports Leagues in 2005 and then in 2012, added the East side sports programs. Summer day camps for preschool through teens, summer sports camps, a variety of enrichment classes including drama, music and karate, as well as teen programs and adult sports leagues all thrived while Carol was at the helm.
As an avid golfer, Carol can now be found out on the course enjoying her retirement, but her time at the city was marked by great achievement in expanding programs and providing the leadership that allowed both the staff and programs to be successful and to add value and fun to the department’s sports activities.
