Mix butter, 2 c. flour and powdered sugar well, pack into 9x13” pan evenly. Bake 15 min at 350*. While crust is baking, mix lemon juice, lemon rind, eggs and sugar. Set aside. Sift together 4 tbsp. flour, and baking powder. Add to egg mixture. Pour over crust and bake again 20-25 min. Sprinkle with powdered sugar. *Do not overbake. Cool overnight for easy cutting.
