In a shallow 4 qt. dish, spread lettuce on bottom. Top with green onion, celery, water chestnuts, and peas. Spread mayo over top. Be sure to seal edges of bowl. Sprinkle with sugar, garlic powder, seasoning salt, and parmesan cheese. Cover and let sit in fridge overnight. Before serving, decorate with tomato wedges, boiled eggs, and green pepper rings. To serve, use spoon & fork.
